U ovom slu\u010daju koristimo metodu TPM samo u operativne svrhe, ali ne kao efikasan alat upravljanja. Osnovni cilj metode TPM je savladati sve klju\u010dne pokazatelje uspe\u0161nosti (performanse), koji su vezani na kori\u0161\u0107enje sredstava za proizvodnju. Zapisali smo nekoliko naj\u010de\u0161\u0107ih zabluda o metodi TPM, koje susre\u0107emo u praksi:<\/p>\n<p style=\"text-align: justify;\"><strong><em>\u00a0<\/em><\/strong><\/p>\n<p><strong><em>Tvrdnja: \u00bbTPM je na\u010din za pobolj\u0161anje odr\u017eavanja\u00ab.<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\"><u>Odgovor:<\/u><\/p>\n<p style=\"text-align: justify;\">TPM je sveobuhvatna organizaciona strategija za pobolj\u0161anje efikasnosti proizvodnih sredstava i ne samo metoda za pobolj\u0161anje odr\u017eavanja. Osnovni cilj metode TPM je <strong>posti\u0107i<\/strong><strong> maksimalnu efikasnost kao i iskori\u0161\u0107enost proizvodnih sredstava<\/strong>, koju mjerimo pokazateljem UE - ukupna efikasnost ili OEE - Overall Equipment Effectiveness. M u kratici TPM zna\u010di \u00bbMaintenance\u00ab - odr\u017eavanje ali i \u00bbManagement\u00ab - upravljanje, koji nosi odgovornost za vo\u0111enje i uspe\u0161no uklju\u010divanje metode u op\u0161tu strategiju preduze\u0107a.<\/p>\n<p style=\"text-align: justify;\"><strong><em>\u00a0<\/em><\/strong><\/p>\n<p><strong><em>Tvrdnja: \u00bbTPM je program, kojeg je dobro ili potrebno sprovesti\u00ab.<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\"><u>Odgovor:<\/u><\/p>\n<p style=\"text-align: justify;\">TPM nije cilj ili preporu\u010dljiv program sprovo\u0111enja. Metoda TPM je strategija stalnog pobolj\u0161anja, koja je zasnovana na savladavanju klju\u010dnih pokazatelja uspe\u0161nosti.<\/p>\n<p style=\"text-align: justify;\">Vrlo \u010dest problem sprovo\u0111enja metode je, da se previ\u0161e tretira operativno i premalo strate\u0161ki. Izvo\u0111enju TPM pristupamo aktivno, sve \u017eelimo ostvariti \u0161to je pre mogu\u0107e, umesto da bi delovali kontinuirano i tra\u017eili dugotrajnija re\u0161enja te koristi. Razlozi za to su naj\u010de\u0161\u0107e stalni pritisci po tra\u017eenim koli\u010dinama, kvalitetu i smanjenju tro\u0161kova, \u0161to zahteva brzo delovanje. Vode\u0107i i izvo\u0111a\u010di u svakodnevnom radnom ritmu nemaju ili si ne uzimaju dovoljno vremena da u potpunosti razumeju izvore svojih problema i da bi znali povezati provo\u0111enje TPM metodologije s postavljenim ciljevima. <strong><em><br \/><\/em><\/strong><\/p>\n<p style=\"text-align: justify;\"><strong><em>\u00a0<\/em><\/strong><\/p>\n<p><strong><em>Tvrdnja: \u00bbTPM je autonomno odr\u017eavanje (\u010di\u0161\u0107enje i ure\u0111ivanje ma\u0161ina), kojeg izvodi proizvodnja\u00ab.<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\"><u>Odgovor:<\/u><\/p>\n<p style=\"text-align: justify;\">TPM je sistemati\u010dan rad, usmeren u otklanjanje glavnih gubitaka ili rasipnosti na proizvodnim sredstvima i ne samo odr\u017eavanju, kojeg izvodi proizvodnja.<\/p>\n<p style=\"text-align: justify;\">Mnogi se pohvale, da izvode TPM, da prenose aktivnosti odr\u017eavanja i na radnike u proizvodnji.<\/p>\n<p style=\"text-align: justify;\">Mislite li, da bi se moglo opravdano nazvati <em>\u00bb<\/em>sveobuhvatan<em>\u00ab,<\/em> ako bi se metoda nanosila puko na odr\u017eavanje, kojeg izvode radnici u proizvodnji? U tom slu\u010daju bi se verojatno zvala OPM\u00a0 - Operator Productive Maintenance \/ Operatersko produktivno odr\u017eavanje. Takozvano samostalno odr\u017eavanje jap. JISHU HOZEN, kojeg izvodi operater u proizvodnji, je samo jedna osmina (ili prvi stup) opsega metode TPM.<\/p>\n<p style=\"text-align: justify;\"><strong><em>\u00a0<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\"><strong><em>Tvrdnja: \u00bb TPM je program odr\u017eavanja, koji se izvodi na kriti\u010dnoj opremi\u00ab.<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\"><u>Odgovor:<\/u><\/p>\n<p style=\"text-align: justify;\">TPM je proces, koji osigurava pouzdan rad vitalnih ulaza i fokusira se na kontinuiranom uklanjanju svih rasipnosti produktivne efikasnosti. Bitno je u\u010de\u0161\u0107e svih (in\u017eenjering, proizvodnja, odr\u017eavanje, tehnologija, kvaliteta, partneri, upravljanje ...) koji doprinose maksimalnoj iskori\u0161\u0107enosti sredstava za proizvodnju, a ne pojedina\u010dna aktivnosti na uskom grlu, kriti\u010dkoj opremi, ili negde u proizvodnji.<\/p>\n<p style=\"text-align: justify;\"><strong><em>\u00a0<\/em><\/strong><\/p>\n<p><strong><em>Tvrdnja: \u00bbTPM je preventivno odr\u017eavanje\u00ab. <\/em><\/strong><\/p>\n<p style=\"text-align: justify;\"><u>Odgovor:<\/u><\/p>\n<p style=\"text-align: justify;\">Preventivno odr\u017eavanje je samo jedna od oblika ili opcija celokupnog produktivnog odr\u017eavanja a ne oblik najoptimalnijeg odr\u017eavanja. Preventiva mo\u017ee biti re\u0161enje u mnogih slu\u010dajevima, ali ne uvek. U nekim slu\u010dajevima, tro\u0161ak preventivnog odr\u017eavanja je mnogo ve\u0107i od zastoja i povezanim tro\u0161kovima. Stoga je posebno va\u017eno, da povremeno analiziramo slu\u010dajeve dugotrajnih zastoja, na primer s alatom ACF - Analysis of Causes for Failure. TPM, dakle, nije samo preventivno odr\u017eavanje, nego zbir aktivnosti, koje pru\u017eaju optimalnu ravnote\u017eu izme\u0111u cene i efikasnih sredstava za proizvodnju.<\/p>\n<p style=\"text-align: justify;\"><strong><em>\u00a0<\/em><\/strong><\/p>\n<p><strong><em>Tvrdnja: \u00bbTPM je vo\u0111enje sa strane in\u017eenjeringa ili odr\u017eavanja\u00ab.<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\"><u>Odgovor:<\/u><\/p>\n<p style=\"text-align: justify;\">TPM je kulturni preobra\u017eaj ili strategija, koju vodi vrh menad\u017ementa s vrlo jasnim poslovnim o\u010dekivanjima i ne upravljanja od strane in\u017eenjering ili odr\u017eavanja. Metodom TPM svaka funkcija i osoba nosi svoj deo odgovornosti za optimalnu iskori\u0161\u0107enost proizvodnih sredstava. Nemogu\u0107e je, da bi se operater, vo\u0111a proizvodnje ili odr\u017eavanja \u2026 brinuo za iskori\u0161\u0107enost proizvodnih kapaciteta. Pokazatelj za ukupnu efikasnost (engl. OEE), nije operativni, nego jedan od klju\u010dnih pokazatelja upravljanja. Jedino menad\u017ement, kroz strategiju, taktiku i usmeravanju dostupnih izvora, u skladu sa vizijom razvoja preduze\u0107a, mo\u017ee posti\u0107i, da TPM, kao i svi ostali \u00bbLEAN\u00ab alati, deluju.<\/p>\n<p style=\"text-align: justify;\"><strong><em>\u00a0<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\"><strong><em>Tvrdnja: \u00bbTPM je teorijski postupak, inspiriran sa strane savetnika, koji zagovara na\u010dela \u00bbLEAN\u00ab.<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\"><u>Odgovor:<\/u><\/p>\n<p style=\"text-align: justify;\">TPM je dokazana metoda za re\u0161avanje\u00a0 velikih gubitaka na opremi a ne savremeni proces, kojeg promovi\u0161u teoreti\u010dari ali savetnici. Prvi put se to dokazalo u Toyoti, uklju\u010divanjem metode u njihov sistem proizvodnje (TPS - Toyota Production System), rezultatima u kasnim \u0161ezdesetim godinama pro\u0161log veka. TPM nije pristup, koji mo\u017ee funkcionisati jedino u Japanu, nego je to uspelo mnogim preduze\u0107ima i kulturama sveta. TPM ne uvodimo samo zato, jer bi to bilo moderno, nego pre svega zbog koristi, koje donosi. Metoda TPM se \u010desto razume kao teorija, budu\u0107i da efekti ne dolaze preko no\u0107i. U po\u010detnim fazama uvo\u0111enja uo\u010davamo u\u010dinke, kao \u0161to su: o\u010di\u0161\u0107ena ma\u0161ina ali zamenjen deo. Pravilnim i sistematskim radom se tako\u0111e pokazuju merljivi u\u010dinci: ve\u0107a produktivnost, manji tro\u0161kove, manje prigovora ...<\/p>\n<p style=\"text-align: justify;\">Uz sve pozitivne, izravne i merljive efekte, metoda TPM tako\u0111er donosi i druge, indirektne efekte, kao \u0161to su razvoj i rast zaposlenih i pobolj\u0161anje radnog okru\u017eenja u preduze\u0107u i van njega.<\/p>\n<p style=\"text-align: justify;\"><strong><em>\u00a0<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\"><strong><em>Tvrdnja: \u00bb<\/em><\/strong> <strong><em>TPM je jedna od mnogih mogu\u0107nosti za pobolj\u0161anje efikasnosti sredstava za proizvodnju i smanjivanje tro\u0161kova\u00ab.<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\"><u>Odgovor:<\/u><\/p>\n<p style=\"text-align: justify;\">TPM je jedina dokazana kultura rada, koja pru\u017ea efikasna proizvodna sredstva po ni\u017eem tro\u0161ku i ne jedna od mnogih mogu\u0107nosti za pobolj\u0161anje efikasnosti resursa te smanjenja tro\u0161kova. Pobolj\u0161anje efikasnosti svakako mo\u017ee posti\u0107i na nekoliko na\u010dina, ali je tako\u0111er va\u017eno kako \u0107emo ih posti\u0107i, da smo kod toga dovoljno strukturirani, efikasni i iznad svega celoviti. U tom pogledu te\u0161ko mo\u017eemo prona\u0107i bolje izra\u0111en i korisniji alat u tu svrhu, od metode TPM. Istina je, da postoji mnogo pristupa ili metoda, koji u odre\u0111enoj meri preslikavaju ili dodiruju metodu TPM. U tom slu\u010daju, dobro je saznati kako se ova metoda i prema tome praksa, razlikuju prema referentnoj metodi TPM koju odre\u0111uje JIPM \u2013 Japan Institute of Plant Maintenance.<\/p>\n<p style=\"text-align: justify;\"><strong><em>\u00a0<\/em><\/strong><\/p>\n<p><strong><em>Tvrdnja: \u00bb<\/em><\/strong> <strong><em>TPM je uvo\u0111enje stupova i alata, koji nam donose koristi\u00ab.<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\"><u>Odgovor:<\/u><\/p>\n<p style=\"text-align: justify;\">TPM je sistemsko i promi\u0161ljeno sprovo\u0111enje strukturiranih aktivnosti, a ne nametanje stupova i alata u nadi, da \u0107e to doneti koristi.<\/p>\n<p style=\"text-align: justify;\">\u010cinjenica je, da se sve vi\u0161e i vi\u0161e ula\u017ee u ma\u0161ine i opremu, ali je klju\u010dni faktor, koji \u010desto ostaje zanemaren: <strong>efikasna sredstva za proizvodnju, koja deluju s najni\u017eim tro\u0161kovima, su su\u0161tina stvaranje profita<\/strong>.<\/p>\n<p style=\"text-align: justify;\">S obzirom, da su oprema i ma\u0161ine jedna od najve\u0107ih investicija u preduze\u0107u, imalo bi smisla, da je efikasnost opreme za preduze\u0107e va\u017ena isto tako, kao zdravlje, bezbednost okoline ili kvaliteta. No, to je retkost! Preduze\u0107a uvek isti\u010du upravo va\u017enost kvalitete, sigurnosti i politike za\u0161tite \u017eivotne sredine, dok se ulaganje u iskori\u0161\u0107avanje proizvodnog potencijala \u010desto zaboravlja. Naro\u010dito se ignori\u0161e spoznaja, da samo dobar rad (dobro izvr\u0161enje metode TPM) donosi rezultate, a ne samo bilo kakve aktivnosti u ovom podru\u010dju.<\/p>\n<p style=\"text-align: justify;\"><strong><em>\u00a0<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\"><strong><em>Tvrdnja: \u00bb<\/em><\/strong> <strong><em>TPM je na\u010din rada za re\u0161avanje gubitaka proizvodnih sredstava\u00ab<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\"><u>Odgovor:<\/u><\/p>\n<p style=\"text-align: justify;\">TPM je proaktivan pristup, koji se usredoto\u010duje na spre\u010davanje gubitka, kada se tra\u017ee i razmatraju\u00a0 izvori gubitaka, a ne provode se korektivne mere ili otklanjaju stvarni problemi koji su se ve\u0107 dogodili.<\/p>\n<p style=\"text-align: justify;\"><strong><em>\u00a0<\/em><\/strong><\/p>\n<p><strong><em>Tvrdnja: \u00bbTPM je obuka za sve uklju\u010dene\u00ab.<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\"><u>Odgovor:<\/u><\/p>\n<p style=\"text-align: justify;\">TPM je prvenstveno pristup obuci i poticanje odgovornih za pravilno upravljanje i odr\u017eavanje imovine, nakon toga je sistematski upravljan ili kori\u0161\u0107en alat. Kursevi su prakti\u010dni i na osnovu stvarnih slu\u010dajeva gubitaka, te s ciljem otkrivanja i spre\u010davanja gubitaka.<\/p>\n<p style=\"text-align: justify;\"><strong><em>\u00a0<\/em><\/strong><\/p>\n<p><strong><em>Tvrdnja: \u00bb<\/em><\/strong> <strong><em>TPM je metoda za pobolj\u0161anje operativnog rukovanja\u00ab.<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\"><u>Odgovor:<\/u><\/p>\n<p>Svako, ko pogleda proizvodne procese s re\u0161enjima TPM (Kaizen, vizuelno upravljanje, standardizacija ...), vidi odre\u0111ene rezultate, ali ne vidi ceo proces, koji je doveo do toga. Brzim prenosom ideja i dobrih praksi, svako je uskoro suo\u010den sa problemom, da nije postigao trajan uspeh.
